The Support Services Division (SSD) is responsible for several administrative functions and also includes the Criminal Investigations Division.
SSD handles all police-related open records requests, state certification & national accreditation, property and evidence, criminal and intelligence analysis, records, community outreach and social media, Unmanned Aircraft Systems (UAS), and general administration.
Captain Charles Barstow
Charles Barstow began his career with the Milton Police Department in 2007 as patrol officer and was promoted to sergeant in 2008. During his tenure with the agency, he has served as Patrol Sergeant, Criminal Investigations Sergeant, Criminal Investigations Lieutenant, and Captain of both the Uniform Patrol Division and Support Services Divisions.
Barstow began his law enforcement career in 1994 as a uniformed patrol officer with the DeKalb County Police Department. While in uniform patrol, he attained the rank of Master Police Officer; he later served with their Criminal Investigations Division and also served as a training instructor for the agency.
Barstow holds a Bachelor of Arts in Religion from Hampden-Sydney College in Virginia. In 2014, he obtained his police management certification from Columbus State University and his supervisory and management certifications through the Peace Officers Standards and Training Council. In 2018, he completed the FBI Leadership Trilogy and in 2019, Barstow graduated from the Northwestern School of Police Staff and Command.
Lieutenant Chad Taylor
Lieutenant Chad Taylor began his career with the Milton Police Department in 2007. Lieutenant Taylor was one of the first officers to serve when the Milton Police Department was established. He has served as a patrol officer, assigned to the Criminal investigations Division, Departmental Training Instructor, and Field Training Officer. Lt. Taylor was promoted to Sergeant in the Uniform Patrol in 2008, Lieutenant of Patrol in 2011, and assigned to Lieutenant of Training in 2015. He is currently the Lieutenant of the Uniform Patrol Division.
Lieutenant Taylor began his career in law enforcement in 1997 with the Statesboro Police Department. In 2000, Lieutenant Taylor accepted a position with the Georgia Department of Natural Resources as a Conservation Ranger. Lieutenant Taylor was promoted to Conservation Ranger Corporal in 2004 and was awarded Boating Enforcement Ranger of the year in 2004. As a Conservation Ranger, Lieutenant Taylor took part in in Security for the International Group of Eight at Saint Simons Island, Georgia and spent 4 weeks in New Orleans with search and rescue during Hurricane Katrina.
Lieutenant Taylor is a 1997 graduate of Georgia Southern University with a bachelor’s degree in Justice Studies and received his master’s degree in Public Administration from Columbus State University in 2018. Lieutenant Taylor is a graduate of the Columbus State University Professional Management Program and is currently attending FBI LEEDA to obtain the FBI LEEDA Trilogy award.
