(City Ordinance, Chapter 9)

Inspection Requests - It shall be the duty of the permit holder or their agent to notify the City Building Inspection Department that the site is ready for an inspection for the following required inspections. Work shall not be done beyond the point indicated in each successive inspection until inspector has approved such work. Any portion that does not comply at the time of inspection requires a re-inspection and shall not be covered or concealed until approved by the inspector. A copy of the stamped construction plans "reviewed for code compliance" shall be kept on site when required.

UNLESS STATED OTHERWISE, EACH INSPECTION LISTED IS A SEPARATE INSPECTION MUST BE INSPECTED IN THE FOLLOWING ORDER

  1. No work can start until a pre-construction inspection has been conducted. Site must include a clearly visible job box with a permit and approved site plans. Erosion control, tree save, concrete washout, and construction entrance measures must be in place.
  2. Foundation and foundation wall inspection – Foundation inspection shall be made AFTER trenches are excavated, the reinforcement steel is in place, forms erected, and PRIOR to the placing of concrete.
  3. Waterproofing/foundation drainage inspection - Inspection shall be made AFTER foundation walls have been erected, forms removed and BEFORE ANY BACKFILL.
  4. Underground inspections – Underground inspection shall be made AFTER trenches or ditches are excavated, Electrical - Conduit or Cable Installed; Mechanical – Underground duct and fuel piping installed; Plumbing – Piping installed; BEFORE ANY BACKFILL.
  5. Slab inspection – Slab inspection shall be made just PRIOR to placing of concrete.
  6. Exterior sheathing inspection – This inspection of the exterior wall sheathing fasteners and braced wall panels shall be made PRIOR to concealment by building wrap and other moisture barrier systems.
  7. Moisture barrier inspection – Inspection of the building wrap, membranes, flashings, and any other required moisture barrier systems shall be made PRIOR to the installation of the exterior finishing materials.
  8. NOTE: This inspection may be made in conjunction with the required framing/rough Inspection.
  9. Rough combination inspection – Inspection of framing construction shall be made AFTER the roof, all framing, fire stopping, sheathing, draft stopping, bracing and fasteners are in place. The Rough Inspection of plumbing, mechanical, gas and electrical systems shall be made PRIOR to covering or concealment, BEFORE fixtures or appliances are set or installed.
  10. Insulation inspection – To ensure an energy-controlled building envelop, the inspection of the building insulation must be made PRIOR to covering or concealing the insulation from view.
  11. Sheetrock inspection – To ensure compliance with all energy codes the inspection of all penetrations and sheetrock installation PRIOR to taping is required.
  12. Final inspection – Final inspection shall be made AFTER the building is complete and is ready for immediate occupancy.

Note: Additional inspections may be required based on the complexity of the project. These specific inspections will be identified at the time of permit issuance.

Prior to calling for an inspection the following MUST be on the job site OR inspection will not be performed and you MUST reschedule the inspection:

  1. Inspection will NOT be performed on structures until required permits are approved.
  2. Permit card must be posted on job site in a weather-tight permit box and must remain on job site until a certificate of occupancy or completion is issued by the Building Official.
  3. If the Inspector arrives at the job site and the job is not ready or accessible for inspection, the inspection will be considered a failure and the applicant must schedule a new inspection. Such a new inspection must be rescheduled through the CityView Web portal or by emailing inspectionrequest@miltonga.gov

Fire and Life Safety Inspections

In addition to the above inspection requirements through the Building Department, the City of Milton also requires inspections for fire and life safety issues in accordance with the State Minimum Fire Safety Standards and certain city ordinances (including a Knox Box requirement in all commercial occupancies). Plans Review – Any changes to the life safety systems (sprinklers, alarms/detectors, egress components, etc.) in a commercial occupancy require a plans submittal and approval by the Fire Marshal’s Plan Review Official and should be submitted/approved prior to a request for inspection.

Contractors should build according to the approved plans. Any substantive variances in the approved Life Safety Plans during construction will require a resubmitted and review of the changes.

Required Inspections – Fire inspections can run concurrently with the Building Department inspections and will include:

  1. 80% inspection – This shall be conducted prior to ceiling cover-up to ensure maintenance of all life safety systems within the structure, including meeting the approved plan’s standards on egress, emergency lighting, fire protection systems and any other systems required by the type of construction.
  2. 100% inspection – This will include a final check of all systems to ensure that they are functional so that a Certificate of Occupancy can be released. In addition to other Life Safety components (emergency lighting systems, alarms, detectors, etc.), Georgia accessibility requirements will be checked at this point, so please ensure that all systems are in place and ready for a complete review prior to requesting a Fire Marshal 100% inspection.
  3. Additional inspections – In accordance with the Minimum State Standards and they type of project, additional site inspections may be required for specialized work relating to the type of occupancy. The contractor should consult with the Fire Marshal on third-party installation/testing of: kitchen hood systems, blasting, burning (within the state guidelines), sprinkler systems, specialized site/water system changes that may impact or interfere with the water supply in a commercial district, and any other possible issues that may arise during the construction process.

Scheduling Fire Marshal Inspections – The inspections required by the City's Fire Marshal’s Office are coordinated by the same permit technician as the Building Department, so they should be scheduled in accordance with the Building Department guidelines.
