Impact Fee collage stripA person can request an impact fee "certification" that confirms in writing either the current adopted impact fee schedule (for all uses) or the current impact fee that would be assessed for a specific project. No building permit application is required.

The certification is issued as a paper certification and is good for 180 days. It freezes the current impact fee schedule or an individual project's fee for that time period. During the 180-day period, the recipient can present their approved Impact Fee Certification form to the City and pay the fee shown on it, rather than the new impact fee. Payment of the impact fee is made at the time of application for a building permit. 

It is the recipient’s responsibility to present the approved Impact Fee Certification form to the City if they want to use the recorded rate, and the form must be presented within 180 days from the date of certification for that rate to be valid. 

 

Option 1: Fee Schedule Certification

This certification consists of a copy of the current Impact Fee Schedule adopted as part of the City’s Development Impact Fee Ordinance, along with the Impact Fee Certification form to establish the date of issuance.

 

Option 2: Project Specific Fee Certification

An Impact Fee Certification form can be issued for a particular project, based on its specific land use and size at a specific address. The certified fee is valid only for the number of units of measure (e.g. dwelling units, square feet, etc.)  shown on the form. If the number of units increases from what is reported on the approved form, impact fees for the increase in units will be calculated using the fee schedule in effect at the time of application for a building permit. Any other changes to the proposed project will invalidate the certification.
