The City of Milton is partnering with the City of Roswell and Georgia Department of Transportation to improve the traffic flow and safety for drivers, pedestrians, and bicyclists alike along Cox Road. This is a multi-faceted, multi-jurisdictional (meaning that it involves two cities), and multi-step project that should make for a better road and better experience for all who use that road to go to-and-from home, work, school, church, and Legacy Park.
The project will focus on these three intersections:
- Arnold Mill Road/State Route 140 and Cox Road
- Etris/Ebenezer Road and Cox Road
- King Road and Cox Road
Before we finalize designs or start construction, we want to hear from you! With help from Pond & Company, there will be several opportunities for citizens and key stakeholders to share their thoughts on this project. These include a May 20 in-person event at Legacy Park and two interactive online opportunities where people can weigh in, as described below.

How will this project be funded?
Money received through the voter-approved TSPLOST -- or special 3/4 of a cent sales tax dedicated for transportation projects -- will pay for both the cities of Milton and Roswell's elements of this project. Specifically, these will be TSPLOST II funds.
Will addressing the entrances/exits to Legacy Park and the Porter Academy be part of this?
Yes. These entrances and exits will part of the analysis specific to where Cox Road intersects with State Route 140/Arnold Mill Road.
How will Milton and Roswell divide the costs and responsibilities?
The City of Milton is the project sponsor, handling day-to-day coordination with outside companies and overseeing construction. It will pay 100% of the costs related to improvements related to the Cox Road and State Route 140 intersection, as well as 75% of what it takes to improve the Cox Road intersections at both King Road and Etris/Ebenezer roads. The City of Roswell will pay for the remainder – thus 25% of the costs for the King Road and Etris/Ebenezer improvements.
Will the Georgia Department of Transportation (GDOT) be involved, since Cox Road intersects with State Route 140/Arnold Mill Road?
Yes. GDOT must give final approval to concepts and alternatives developed for the intersection of Cox Road and State Route 140. Local GDOT staff has been part of the analysis and recommendation process. Related construction will be funded locally, so not through the State agency.
There will be several opportunities for citizens to share their thoughts on this project. For instance, City staff will give presentations at meetings -- such as a presentation to Milton's City Council on May 15 -- that people can attend and share their thoughts during "public comment" periods. Other examples include:
- SOCIAL ENGAGEMENT WEB PORTAL: This was a deep, varied, interactive way to see what's being considered and share your experiences and perspective. While the portal closed May 26 to comments, you can still access what was on it at this THIS LINK: https://planningatpond.com/cox-road/.
- ONLINE SURVEY: This web portal also included a survey, which likewise closed on May 26.
- PUBLIC MEETINGS: Dozens went to Legacy Park on May 20 to see the improvement alternatives now under consideration up-close, ask questions, and personally share their thoughts with members of the project team at this 'Open House.' Project team members have also met with the owners and frequent visitors to key properties along Cox Road, such as the Porter Academy and Legacy Park.
