What should Milton look and feel like in 20 years? That's the overarching question the 2040 Comprehensive Plan seeks to answer after thoughtful analysis, extensive public outreach and a detailed, action-oriented plan to turn the ideal vision for the city into reality.
The 2040 Comprehensive Plan is a way officials, citizens, business leaders and other stakeholders to holistically examine where Milton is now, its biggest challenges going forward, and its greatest opportunities to become an even better place to live, work and play. The Plan -- which was made official in fall 2021, after a mandated review by state and regional authorities -- includes an extensive array of "short-term work programs" (STWPs) that will guide Milton policymakers for years. A Comprehensive Plan is a community-driven, long-term vision and living document. It outlines how those who live, work and play in a municipality want it to develop over a 20-year period. In our state, comprehensive planning is required under the Georgia Planning Act to help shape future growth.
As the Atlanta Regional Commission (ARC) notes, "The Georgia Planning Act requires that cities and counties maintain Comprehensive Plans that help shape future growth. These plans generally recognize the physical, economic, social, political and aesthetic factors of a community and are developed in a process that includes intensive analysis and robust public engagement.”
On August 2, 2021, the City Council voted to submit a final draft of Milton's 2040 Plan to ARC and the State's Department of Community Affairs for a formal review. After incorporating requested changes, the Council is expected to formally adopt a 2040 Plan in fall 2021.
The Comprehensive Plan aims to address questions to help define Milton's ideal future in multiple ways. These questions may include:
- What types of businesses should Milton seek out? And which ones would not be good fits for the city?
- Should Milton have more "passive" (i.e. greenspaces) and "active" (i.e. Bell) parks? If so, how should we pay for them?
- What should be Milton's "brand," reflecting its values and identity?
- Would you support more recycling and other "sustainable" programs?
- What types of property and housing are best fits for Milton going forward?
- How should the transportation network be made safer, more efficient and more beneficial to drivers, bicyclists and walkers?
- Generally, what do you think Milton should look and feel like 20 years from now?
